NATIONAL WATER SAFETY CONGRESS AWARD OF MERIT to: Duncan Milne for his work promoting water safety through Access to Sailing.
Since its inception, the National Water Safety Congress Awards Program has recognized over 4,000 individuals and organizations for their efforts in boating and water safety. From park rangers to educators to boating enforcement officers, recognition has been extended to those who are making the difference at the local, state, and regional level. The National Award of the National Water Safety Congress has been awarded to groups such as the National Safe Boating Council, Miller Brewing Company, Yamaha Corporation, American Red Cross, U.S. Army Corps of Engineers, and the United States Coast Guard.

Duncan Milne is the founder of the nonprofit program Access To Sailing. Using his experiences the program provides sailing opportunities for the recently disabled.

The SGMA HEROES Awards recognize, honor and award volunteers involved in sports. "Opportunities for people of all ages and abilities to participate in locally run sports programs would not be possible without volunteers. They are the key ingredient to a successful sports experience. From 1994 through 2001, nearly 400 volunteers have been honored for their time, spirit, enthusiasm and attitudes so critical to the continuation of sports in America."

Representative Steve Horn (R-CA) nominated Duncan Milne from Long Beach, CA, the founder of Access to Sailing, a non-profit organization dedicated to providing sailing experiences to individuals with disabilities who otherwise might not get such a chance. Despite the fact that a motorcycle accident 20 years ago left Milne paralyzed from the waist down, he has taken thousands of others with disabilities for unforgettable sailing adventures, always at no charge.
